I would say a misspelling UE
I would understand "non EU", but what does "non UE" mean? We do have it also on some of the green "SCB Bio Organic" labels, but not very often.

UE is France "l’Union européenne", so the label is for the France market I guess ...
EU is in spanish language UE.
